TDF and FHI 360 Partnership Narrative
The partnership between Tropical Disease Foundation, Inc. and FHI 360 stands as a strong example of how global technical leadership and local implementation excellence can converge to address two of the Philippines most pressing infectious disease burdens, HIV and tuberculosis. Anchored on a shared commitment to evidence-based, and community-responsive healthcare, the collaboration has enabled both institutions to translate donor investments into measurable public health impact across vulnerable populations.
Under the Meeting Targets and Maintaining Epidemic Control (EpiC) Project, led globally by FHI 360 through support from the U.S. Government, Tropical Disease Foundation, Inc. serves as a key local sub-grantee delivering frontline HIV biomedical prevention, testing, treatment linkage, and retention interventions among at risk populations in the Philippines. Through this engagement, TDF has strengthened community-based HIV case finding, differentiated service delivery, viral load monitoring support, and systems for sustained treatment adherence, contributing meaningfully to the country’s effort to move closer toward HIV epidemic control. The partnership has also reinforced local organizational capacity in data-driven programming, quality assurance, and integrated service delivery, ensuring that HIV services remain accessible, client-centered, and responsive to emerging epidemiologic trends.
Beyond HIV, the collaboration expanded significantly through the Tuberculosis Innovations and Health Systems Strengthening (TBIHSS) Project, a U.S. Government funded initiative managed by FHI 360 to accelerate tuberculosis elimination in the Philippines through innovation, systems strengthening, and strategic private sector engagement. As an implementing partner, Tropical Disease Foundation brought to the consortium its decades-long legacy in TB research, diagnostics, training, and service delivery. Together, FHI 360 and TDF introduced and scaled high-impact interventions in active case finding, digital and AI-assisted screening, laboratory network optimization, treatment adherence models, and primary care integration, particularly within underserved and high-burden settings. This collaboration did not only improve TB detection and treatment outcomes, but also strengthened the broader health system’s capacity to institutionalize sustainable TB prevention and care approaches.
Through both EpiC and TBIHSS, FHI 360 and Tropical Disease Foundation have worked together under a grant relationship characterized by innovation, technical rigor, and shared commitment for public health outcomes. By bringing together FHI 360’s global expertise in infectious disease programming with TDF’s deep-rooted local credibility, scientific leadership, and implementation reach, the partnership continues to create transformative pathways for stronger HIV and TB responses in the Philippines.
